The "Gym Center" on the 40th floor of Hotel Splendor Kaohsiung. Decent facilities. I believe they offer 2-month promotional membership.

I think it's something like 4000+ for two months. Not cheap. But it's probably one of the best in town, especially if you enjoy sauna after a strenuous workout.
