Of course it depends on the project but a custom-build website is always a long task it can takes several weeks to one or two months depending on the project so obviously it's not free.
I will not really develop each point but here are the steps I consider as important when a person looks to get his own website.

Design part (Template custom-built)
To simplify a template defines the positions of any elements of your website including the background picture, the color and size of your fonts... actually it can be compared to a skin. Your template must create a visual harmony, no need to use 10 different fonts, too many colors or drive your visitor's eye crazy.
Optimization of your photos, icons, banners... quality is nice but to speed up your server you also need to care about the weight of your photos. No one usually likes when a website takes too long time to access it.
If you need icons set I can design anything if you exactly know what you need.

Admin part
Website is build with an open source cms (content management system). It's simple and easy to use and constantly updated. The online community is also very active so let's say if in future you meet some issues you will perhaps be able to find the answer on some forums or just ask for support before asking me. Of course if you meet a problem with no apparent solution I will try to help.

Security part
A lot of people still disregard this point. There is a list of simple things to do to secure your site. There is no perfect shield but at least you won't temp small hackers to ruin your website.

Backup
Backup goes with security its tightly connected and up to you to back it up or not but it strongly recommended. I can setup an addon and show you how to use it.

Referring part
About this point there is no miracle... a few points just make the difference, url rewriting, general meta tags but also meta tags and description for each page of your website, having a facebook page can't be a negative thing, getting affiliates, other websites linking to yours...

Hosting part
At this point I can let you decide the hosting provider or just let me take care of this part. Some people don't want to spend money on an hosting plan but honestly nowadays there are a few providers offering all tools (cpanel, free seo tools...), services and 24/7 support you will need for your website for a cheap price.
I design, you validate, we choose a host provider, I transfer the website from local machine to the server, I explain you how to use it and we are done. After this if you still need to improve your website or need any modification I can do it during my free time.
